Reflections on Ofsted's consultation response

AELP is encouraged to see a number of the changes confirmed by Ofsted reflect points we raised in our consultation submission on behalf of our members

In particular, we welcome: 

  • The reduction and merging of evaluation areas in FE & Skills, helping to streamline inspection focus. 
  • Clearer, sector-appropriate grading terminology and definitions. 
  • A stronger commitment to matching inspectors with relevant sector expertise. 

These changes show that our sector’s voice has been heard, and we rightly believe that inclusion should be a clear and central focus of the new inspection framework. National data make it clear that all young people should have access to the same opportunities, regardless of background, need, or circumstance. However, AELP has concerns that there could be inconsistencies in how this new area is graded unless inspection teams hold a secure and well-informed understanding of each provider’s context, learner profile, and operating environment. This is an area that our members have expressed as an area of concern. 

We also note that AELP called for a full delay to the start of inspection activity until January 2026 to allow providers and inspectors adequate preparation time. While Ofsted has introduced a phased rollout, the November 2025 start for AELP members and FE & Skills providers falls short of the breathing space we believe is necessary. 

We are still concerned that Ofsted will continue to inspect areas of provision that providers are not funded for.  This is both unfair and inappropriate and we will continue to challenge this with both Ofsted and the funding bodies. 

Finally, while the new framework aims to simplify processes, important questions remain about whether it will genuinely address the workload and well-being pressures that were a significant concern under the previous inspection model. AELP will continue to monitor the impact closely and work with Ofsted to ensure the reforms deliver both fairness and sustainability for providers and their staff.

While Ofsted has introduced a steady and assured phased rollout, the 10th of November 2025 start for AELP members and FE & Skills providers falls short of the breathing space we believe is both necessary and appropriate.
