From January 2027: What PPN 026 Means for Providers and the Employers You Work With

Overview

From January 2027, PPN 026 replaces PPN 002 as the framework for social value in central government contracts. The revised Social Value Model narrows eight themes down to two outcomes, good jobs and skills, focused on creating opportunities for people facing barriers to employment in their local communities.

For training and employability providers, this is a real opportunity. The skills outcome asks suppliers to show how they will train, retrain and progress their workforce and build talent pipelines in communities facing deprivation, which is what providers already deliver. Employers bidding for public contracts will need partners who can help them make and evidence these commitments, and providers who bid for contracts themselves will face the same questions.

In this session, Emma Grigson, Director of Partnerships and Social Value Solutions at PeoplePlus, will explain what is changing and when, how PPN 026 links with the social value priorities of combined and local authorities in England, and what it is likely to mean for sectors including construction, logistics, health and digital. She will share what commissioners are looking for, and how providers and employers can work together to turn social value commitments into people who are recruited, trained and stay in work.

Who Should Attend?

  • Providers and training organisations: managing director, operations director, curriculum lead, head of apprenticeships, partnerships and business development leads, particularly those already delivering across more than one region or wanting to.
  • Employers: early careers, resourcing and social value leads, apprenticeship managers, HR business partners, with a particular focus on multi-site and national employers in health and social care, construction, logistics, retail and hospitality.
  • Commissioners and public sector: local authority and combined authority skills and employment leads, Jobcentre and Youth Guarantee partnership managers.
  • Operating level: mostly manager to head of, with some director-level attendance from smaller providers.
