Hints and tips on how to ensure you are submitting accurate data each month
Overview
Ensuring accurate ILR returns is absolutely key. It is the driver of your learner numbers, funding claims and will impact financial procedures such as budgeting and monitoring of staffing needs. This webinar will give providers advice on the key processes you should have in place for each return.
This will focus on the following key areas:
- Importance of each data return
- FIS errors and warnings
- PDSATs
- FRM Reports
- Apprenticeship Data locks
This session is key for those responsible for ILR data and will be focussed to 16-19, ASF and Apprenticeship funding.

Facilitator
Emma Gipson, Associate Director, RSM
Emma Gipson has over 20 years’ experience of providing audit, risk assurance and corporate governance services to the education sector. As a highly skilled and experienced associate director, she is now specialises in providing internal audit and controls, funding assurance, risk management and governance services primarily to education clients.
Emma regularly contributes to both internal and external training events in relation to education sector issues, having been a member of the Education and Skills Funding and Data Assurance Team and a lead Further Education internal audit manager for a number of years.
She is the project manager for our DfE funding work, liaising with the DfE and ensuring that all timescales for the submission of opinions and reports are met. She also has regular discussions with DfE contacts in order to clarify interpretations of the funding rules.
Emma has previously worked for a large General Further Education College as their Head of College Information Systems. As part of that role, she was responsible for the funding and data returns at the College as well as timetabling, reporting and exams functions. Emma is also qualified both ACA and IIA.

Andrea Deckers, Principal Consultant, RSM
Between 2009 and 2025, Andrea has worked for large FE Colleges and ITPs delivering all FE funding streams. During this time, Andrea was responsible for a wide range of activity including ILR Returns, ILR Data quality control and management of the Digital Apprenticeship Service account and preparation for audit from a provider perspective.
Since joining RSM’s Further Education funding team in 2025, Andrea has led audit teams undertaking internal audit and funding assurance reviews across;
- post-May 2017 Apprenticeships
- DfE Adult Education Budget/ Adult Skills fund
- MCA Adult Education Budget/ Adult Skills Fund
- 16-19 study programmes including traineeships and T levels
- Subcontracting (Subcontracting Standard and MCA Subcontracting Controls),
- PDSATs, including review of the data and helping clients interpret the data
- Multiply provision
