The announcement today of a General Election to take place on 8 June means that we will enter a period of purdah when no significant policy announcements will be made by the government.  This should not stop the planned implementation of existing policies and AELP is ascertaining with officials what can be said to providers and employers on the apprenticeship reforms following last week’s pause on the non-levy procurement process.  Clarity is especially needed about the application of subcontracting rules after 1 May and we are also seeking confirmation on whether or not the co-investment rules will apply.

In the meantime, AELP CEO Mark Dawe has said:

‘We believe that a pause in introducing the new subcontracting rules alongside the pause in the non-levy apprenticeship procurement does not involve a change in government policy and the ESFA can implement this by informing providers during the purdah period.  Now is not the time to destabilize the provider supply base and good existing relationships between employers and providers.  We also need confirmation as soon as possible for the providers on the register that the co-investment rules will apply from 1 May.’
