Since 2010, both the Coalition and Conservative governments have signalled their intention to ‘devolve’ a great many public services away from Westminster control. Devolution of skills policy featured in the debate from an early stage – Lord Heseltine’s report No Stone Unturned in 2012 proposed the creation of a single local growth fund, from which local areas would be able to fund a vast range of provision, from transport to skills.
