Workforce Development (Formerly HR Forum)

The HR Forum Topic Page aims to support the activities of AELP’s HR Forum. The HR Forum has been set up to support Members, both large and small, in the development of their HR practices. The Forum meets at least three times a year in different regions of the country. The agenda of each meeting aims to focus on the following key priorities set out in the Workforce Strategy for the Work Based Learning Sector 2011.

• Ensuring Equality and diversity are at the heart of strategy policy making, planning and training
• Understanding the nature of the workforce
• Attracting and recruiting the best people
• Retaining and developing the modern, professional workforce.

The first action of the HR Forum has been to assist in the production of a HR Good Practice guide designed to help Independent Training Providers (ITPs) develop their practices in the recruitment, professional development and training of their staff. The guide will be particularly useful for providers who do not have HR professionals within their organisation, and for HR managers who are new to the work based learning sector and therefore may not be familiar with the requirements of publicly funded provision and the requirements on delivery staff working in an ITP setting.

Equality & Diversity

Default Retirement Age (DRA) Update

The Government has now confirmed that it will remove the Default Retirement Age (DRA) so that people have more choice about when to stop working. The change will be phased in between 6th April and 1st October 2011.
Employer guidance on the changes to the Default Retirement Age (DRA) has been developed by Acas and the Department for Work and Pensions:

Equality Act 2010

The Equality Act 2010 provides a new cross-cutting legislative framework to protect the rights of individuals and advance equality of opportunity for all; to update, simplify and strengthen the previous legislation; and to deliver a simple, modern and accessible framework of discrimination law which protects individuals from unfair treatment and promotes a fair and more equal society.
The provisions in the Equality Act will come into force at different times to allow time for the people and organisations affected by the new laws to prepare for them.

Foundation Learning and Apprenticeships - Briefing from the Sex Education Forum

Young people attending Foundation Learning and Apprenticeship programmes are at a key time in their life when they need to be supported with advice about sex and relationships and have easy access to confidential contraception and sexual health services. To support health and learning providers to meet needs of young people aged 16-19 in these settings the Sex Education Forum have published a briefing. It includes:
• Information about sexual health and SRE needs of young people aged 16-19.
• Ideas about how to build sexual health and SRE work into Apprenticeships and Foundation Learning programmes.
• A practical checklist for learning providers wanting to develop excellent provision.
• Case study examples from the voluntary sector, private and FE College learning providers around the country.
 


Retaining and developing disabled staff in the lifelong learning sector - LLUK publication

LLUK have recently published a guide to support and advance the interests of disabled staff in the lifelong learning sector.
The guide contains information on a wide range of issues both from a strategic management and operational level perspective. It also contains specific case studies on retaining and developing disabled staff and details of useful websites for further information.

Beyond the Default Retirement Age - Practical support for the FE and Skills Sector - LSIS Guidance Document

LSIS have recently published a guidance document regarding the change to the Default Retirement Age (DRA).
The document aims to provide the FE and Skills sector with practical support and information on managing this change in legislation.

Equality Framework for Further Education - LLUK Guidance Document

LLUK have recently developed an Equality Framework for Further Education, following consultation with Lifelong Learning stakeholders, in order to respond to the needs of diverse staff and learners and advance equality in Lifelong Learning. The framework will act as a continuous performance improvement tool, enabling learning providers to meet the diverse needs of staff and learners and promote consistent practices across the Lifelong Learning sector.
The framework consolidates the principles set out in previous Lifelong Learning initiatives, such as equality standards and competencies, and aims to facilitate the journey towards equality excellence.

Advancing Equality and Diversity Online Learning Programme

Advancing Equality and Diversity is a new online learning programme from LSIS developed with the involvement of organisations including AELP and learning providers in the Learning and Skills sector.
It is freely available to all learning providers to use as part of staff development designed to embed equality and diversity.

Implementing Disability Equality Online Learning Programme

Learning providers in the Learning and Skills sector have been looking for support in ensuring equality for disabled learners and staff.
This new online learning programme, Implementing Disability Equality, has been developed with the involvement of sector organisations and providers to fill that supportive role.
This resource is freely available to all providers for use in staff development. You can access it at www.leadershiplearning.org.uk

Creating an Inclusive FE environment for LGBT Learners

The Skills Funding Agency have recently published a research report on Sexual Orientation and Gender Identity Equality in Adult Learning.
The research was commissioned by the Skills Funding Agency, to fill a knowledge gap in the sector as to how well the FE sector meets the needs of lesbian, gay, bisexual and transgender learners, and also how the sexual orientation and gender identity of learners might inform the choices they make.

Special Edition ‘Equality & Diversity’

The Association of Employment and Learning Providers (AELP) has produced an ‘Equality and Diversity’ special edition newsletter in partnership with Learning and Skills Improvement Service to support a series of forthcoming events focused on Equalities in Practice workshops. The information contained within the free newsletter publication offers providers with details and resources to help them to meet the new challenges.
