This document is an AELP response to the Young People’s Learning Agency’s funding formula review for 16-19 years old learners and the freedom to learning providers to create bespoke training packages. This paper describes and celebrates the recent history of the apprenticeship brand, which no longer simply embraces first jobs for 16 year olds, but has developed to allow tens of thousands of young people to be converted from dead end ‘jobs without training’, and upskill adult employees to enable them to progress to higher skilled jobs/higher education, often tackling low levels of literacy and numeracy on route.
