ALP chief suggests radical approach to pre-Apprenticeships

At the recent ALP conference Minister for Apprenticeships, John Hayes, announced the development of a pre-Apprenticeship ‘programme’ and asked for ALP’s in designing it. To kickstart the discussion, ALP Chief Executive, Graham Hoyle, has produced a simple concept paper for discussion within ALP and beyond. 
In simple terms he is suggesting that all Government support for vocational training be limited only to the full range of Apprenticeship programmes at levels 2, 3 and higher, and pre-Apprenticeship offerings that directly contribute to a full Apprenticeship framework.  He argues that too much vocational training, however well intentioned but not linked to Apprenticeship frameworks, have proved to be wasteful of Government monies and demoralising to learners as they have not always proved acceptable to employers.  He feels it essential that all Government funding should underpin the need for learners to progress onto a full employed Apprenticeship.
