“...Opportunities for all, but threats of course, yes...”

Graham Hoyle OBE, ALP Chief Executive

Graham Hoyle, Chief Executive of the Association of Learning Providers, outlines the second series of provider events about Minimum Contract Levels for Skills Funding Agency (SFA) contracts. The SFA intends to introduce single budget regarding minimum contract level which will present huge opportunities for all training providers and FE colleges but with it a host of threats and concerns. Following on from the successful MCV Seminars delivered by ALP’s Chief Executive, Graham Hoyle in May, ALP is presenting a second series of one day regional events during September and October to assist learning providers work through the various contracting arrangements available to them as the Skills Funding Agency develops its commissioning policy around its minimum threshold contracts for providers from August 2011.

Of firm interest to all independent learning providers; these events will explore the different models and opportunities available of:

- Model A:  Subcontracting to Larger Providers and Colleges
- Model B:  Smaller Provider Consortia Arrangements
- Model C:  Managing Agents

The events will be facilitated by Paul Eeles, ALP’s Director of Sector Reforms.  A short video introduction by Graham Hoyle will be followed by policy input from the Skills Funding Agency and presentations from organisations keen to foster new partnership arrangements.  These key players will outline the framework for   working through the different brokerage models, many of whom are already working with smaller providers in this way.  Delegates will have the chance to challenge each model during in-depth round table discussions including the legal implications and intellectual property considerations.  The outcomes and contributions from delegates will serve as the basis for ALP’s ongoing policy discussions with the Skills Funding Agency.

Who should attend?
Independent training providers,
Third Sector providers, DWP funded JCP providers, College based providers and attendees to the first MCV seminars.
